WORLD BANK DENIES DISAGREEING WITH ADEOSUN ON FOREIGN BORROWINGS

The World Bank Group, on Wednesday, denied that the Bank disagreed with Honourable Minister of Finance, Mrs. Kemi Adeosun, over the borrowings by the Nigerian Government to stimulate the economy and finance infrastructure projects in the country.

In a mail to the Minister by the Senior Communications Officer of the World Bank, Mr. Rachid Benmessaoud, the Bank averred that the media misrepresented and quoted out of context the comments made by its Senior Economist for Nigeria, Gloria Joseph-Raji, at an event in Abuja.

Benmessaoud said, “On October 11th, during the launch of Africa’s Pulse, the World Bank’s biannual analysis of African economies, World Bank Senior Economist for Nigeria, Gloria Joseph-Raji, was asked by a reporter to share her views on the Federal Government’s plan to increase external borrowing.

“At no point did she mention that the World Bank and the Federal Government of Nigeria (FGN) disagree on the need to rebalance the country’s debt portfolio. Where expenditures exceed revenue, governments will need to borrow.

“In doing so, the Federal Government is trying to rebalance its portfolio towards more external borrowing with lower interest rates and longer maturities.”

The World Bank Senior Economist was quoted by Benmessaoud to have commended the Nigerian Government’s effort to rebalance its portfolio in order to lower the cost of its borrowing, as outlined in its 2016-2019 medium term debt management strategy released last year.

“The use of IDA concessional financing, among others, is supportive of the FGN’s effort in this regard, with the added focus on poverty alleviation and building shared prosperity in Nigeria.

“The latest issue of Africa’s Pulse points out that growth is Nigeria is projected to pick up from 1.0 per cent in 2017 to 2.5 per cent in 2018 and 2.8 per cent in 2019. While Government debt in 2017 is projected to rise, it remains low in Nigeria,” Joseph-Raji was further quoted to have stated.

The World Bank spokesman expressed the Bank’s full commitment to help the Nigerian Government restore macroeconomic resilience as well as strengthen the ongoing economic recovery and achieve sustainable inclusive growth.

The Finance Minister, Kemi Adeosun, who led the Nigerian delegation to the 2017 Annual Meetings of the International Monetary Fund and the World Bank Group, had in Washington on Sunday, said the Federal Government would be prudent in the management of its foreign borrowings.

She noted that the Government adopted an expansionary fiscal policy with an enlarged budget in order to deliver a fundamental structural change to the economy, thereby reducing the country’s exposure to crude oil.

“Why are we borrowing? Mobilising revenue aggressively was not advisable, nor indeed possible, in a recessed economy. But as Nigeria now reverts to growth, our revenue strategy will be accelerated.

“This is being complimented by a medium-term debt strategy that is focusing more on external borrowings to avoid crowding out the private sector.

“This would also reduce the cost of debt servicing and shift the balance of our debt portfolio from short-term to longer-term instruments. This Government will be very prudent around debt. We won’t borrow irresponsibly,” Adeosun explained.

The foreign borrowings, which are at lower interest rates, according to her, will also prevent job losses.

“With Nigeria’s source of revenue dropping by nearly 85 per cent, the country had no option but to borrow.  The option before the country was to either cut public services massively, which should have led to massive job losses, or borrow in the short-term, until it begins to generate sufficient revenues, she said.

“We felt that laying-off thousands of persons was not the best way to stimulate growth. Also, when we came into office, about 27 states could not pay salary. If we had allowed that situation to persist, we would have been in depression by now.

“So, we took the view as a government  that the best thing to do was to stimulate growth and spend our way out of trouble, get the state governments to pay salaries, making  sure that the federal government pays and invests in capital infrastructure,” said Adeosun.

Justice Babatunde Quadri of the Federal High Court sitting in Maitama, Abuja has adjourned to November 15 and 16, 2017 the N1.35billion fraud trial of erstwhile governor of Jigawa State, Sule Lamido.
This adjournment was at the instance of Lamido’s new counsel, Kanu Agabi, SAN.
“My Lord, I wish to appeal for an adjournment to familiarize myself with the facts of this case. This is my first time of appearing before this honourable court in this matter”, Agabi pleaded.
Responding, counsel to the EFCC, Chile Okoroma, stated that the matter should be left at the discretion of the court, as “the defendants have a right to fair representation in the interest of justice”.
He, however, added that the matter was adjourned on Friday, July 7, 2017 to today for trial, noting that the prosecution’s witnesses had already been assembled.
Following the submissions by both counsel, Justice Quadri adjourned for continuation of trial.
Lamido currently faces trial on alongside his sons; Aminu Sule Lamido, Mustapha Sule Lamido; Aminu Wada Abubakar, Bamaina Holdings Ltd and Speeds Intl Ltd.
He allegedly abused his position as governor between 2007 and 2015 by awarding contracts to companies where he had interest, using his two sons as fronts.

CHOLERA HAS BEEN ARRESTED FROM FURTHER SPREAD IN BORNO-UNICEF

The United Nations Children’s Fund (UNICEF) has said that the outbreaks of cholera in Borno state, which led to the death of 59people; has been “curbed from further spread and infections” to claim
more lives.
The Field Officer of UNICEF, Geoffrey Ijumba disclosed this on Tuesday in Maiduguri to mark this year’s Global Hand-washing Day at the Bakassi Internally Displaced Persons (IDPs) camp.
He said for the past one week, no new death has been recorded as a result of the recent cholera outbreak in IDPs’ camps and Maiduguri metropolis.
He said as simple as it may sound, routine hand-washing with water and soap has saved many lives of people as it has checkmated contracting “water-borne diseases.”
Ijumba said people cannot wash their hands in a clean way if there is no water and soap or ash, stressing that; “a combination of water and soap to wash hands had saved many lives of people living in rural and
urban centres of Borno.” He said to save lives by combating water-borne diseases; UNICEF in
collaboration with the state government and other stakeholders has gone out to provide hand pumps.
His words: “When the pumps are not working properly, we have provided solar-powered pumps. When these pumps are not working properly, we have motorized them with electric powered-pumps.
“When all these fail; we also make sure that we trap and use the water in order to roll back on cholera that had been claiming many lives.”
He said despite the loss of lives last month, there is light at the end of the tunnel as there has not be any death due to cholera since last week.
Borno State Commissioner for Water Resources, Dr. Zainab Gimba, in her brief remarks, attributed cholera outbreaks to poor hygiene practices among the people living in urban and rural centres of the state.
“The regular washing of hands with soap is the most effective way to stop the spread of diarrhea, cholera and pneumonia,” said Zainab.
She claimed that regular hand washing with soap has reduced the incidences of diarrhea and pneumonia by about 50 per cent and 25 per cent in that order.
Dr. Gimba said effective and lifesaving weapon of hand-washing is rarely practiced and must be encouraged in homes, schools, hospitals, markets and public gatherings, where people eat during festivities and marriage and naming ceremonies.
She further disclosed that the state government has targeted 70 per cent of houses and 100 per cent of schools with hygiene sanitation facilities by 2025.

“DISREGARD VICE PRESIDENTIAL POSTERS”-RIVERS STATE GOVERNMENT

Rivers State Governor, Nyesom Ezenwo Wike has called on Nigerians to disregard Vice Presidential Posters being posted in parts of Abuja by a faceless group, describing it as the handwork of mischief makers.

In a statement signed by Simeon Nwakaudu, Special Assistant to the Rivers State Governor on Electronic Media, Governor Wike said that the posters are from Political Mischief Makers who forgot in their haste that nobody runs for the office of Vice President.

The Statement noted: “The attention of the Rivers State Governor, His Excellency,Nyesom Ezenwo Wike has been drawn to the posting and circulation  of Fake Vice Presidential  Posters by Political Mischief Makers.

“We urge Nigerians to disregard these posters as they have no link with the Rivers State Governor.  Nobody  runs for the office of the Vice President.

“The Rivers State Governor has the mandate of the good people of Rivers State and he is focused on delivering quality projects and programmes  for the people.

“Governor Wike will not be distracted by the antics   of misguided politicians  who want to mislead Nigerians “.

NNPC STOCKS 2BILLION LITRES OF PETROL FOR HITCH-FREE YEAR-END MOVEMENTS OF MOTORISTS

The Nigerian National Petroleum Corporation (NNPC) has a stock of over two billion litres of Premium Motor Spirit (PMS), also known as petrol, to ensure a hitch-free end-of-year movement of motorists, a period hitherto sometimes characterized by supply and demand disequilibrium.

Speaking at the weekend after his investiture as Honourary Special Marshal by the Federal Road Safety Corps (FRSC), the Group Managing Director of the Corporation, Dr. Maikanti Baru, assured that adequate measures were in place to ensure that motorists have unimpeded access to fuel ahead of the forthcoming end-of-year festivities.

Dr. Baru said provision of adequate petroleum products would not only ease transportation but would also make our roads safer for motorists, just as other consumers too would have no need to hoard highly inflammable products in jerry cans, among others, which may pose as safety challenge to them.

“As we speak, NNPC has over two billion litres of petrol and we want to sustain this level from now on till the end of the year and beyond. This volume would give the country product sufficiency of about 60 days, well above the standard 30 days sufficiency threshold,’’ Baru said.

Describing his investiture as an eloquent testament of the Corporation’s long standing commitment to road safety and support for the FRSC, the GMD said NNPC would remain unwavering in its backing of the FRSC towards achieving its mandate of making our roads safer for motorists and other road users.

In her remarks, Deputy Corps Marshal in charge of Operations, Ojeme Ewhrudjakpor, who presided over the ceremony, thanked the Corporation for its commitment to road safety.

Ewhrudjakpor stated that road safety was the responsibility of everyone from motorists to regular road safety officers including special marshals, adding that all have a duty to ensure that the safety target which involves limiting the number of casualties on our road is achieved.

STOP USING MY NAME TO CON PEPS- MAGU

For the umpteenth time, the Economic and Financial Crimes Commission, EFCC, is constrained to alert the public on the activities of fraudsters who have been extorting prominent office holders including sitting governors, ministers, and national chairmen of leading political parties, using the name of Ibrahim Magu, acting chairman of the Commission.
 Members of these criminal gangs, from available information, have been writing invitation letters to some politically exposed persons on the pretext that such communication emanated from the office of the acting chairman of the EFCC.
The Commission has had cause to issue public disclaimer of such fraudulent letters, still the criminals are undeterred. The situation is made worse by the fact that not all recipients of such fraudulent invites had the courage to seek clarification.
The EFCC wishes to dissociate itself from the activities of these criminal gangs. It is important to state that Mr. Magu has not written or mandated any one to write any invitation letter to any state governor and has no reason to do so as they belong in the category of officials that enjoy constitutional immunity from criminal prosecution while in office.
The Commission urges this category of public officers to be circumspect and verify the authenticity any supposed invitation from the acting Chairman of the EFCC in order not to be ensnared by fraudsters.
Also, there have been instances in the past in which fraudsters cloned the email and Facebook accounts of the EFCC Chairman and were sending messages demanding bribes from unsuspecting members of the public.
Under no circumstance should members of the public offer gratification to any one that claims to be an officer of the EFCC. Indeed such demand for gratification is enough indication that an impostor was up to mischief and should immediately be reported to the nearest office of the Commission or police station.
Magu has not mandated any one to approach anybody to collect bribes on his behalf. Any one claiming to represent his interest in any such unwholesome transaction should be apprehended.

RIVERS STATE GOVERNMENT, REAL MADRID FOUNDATION FINALISE PLANS ON REAL MADRID ACADEMY IN RIVERS STATE

Rivers State Governor, Nyesom Ezenwo Wike on Tuesday met with the leadership of the Real Madrid Foundation as part of the requirements  to establish a Real Madrid Affiliated Football Academy in the state.

Officials of the Real Madrid Foundation were led Managing Director, Julio Gonzalez and International Area Manager, Rosa Roncal Gimenez.

The Rivers State Commissioner of Sports, Mr Boma Iyaye was also present at the meeting.

The meeting which held behind closed doors at the Real Madrid Foundation Office at the Santiago Bernabéu witnessed both parties concluding discussions on the areas of partnership.

In an interview after the meeting, Governor Wike said that the deliberation went on satisfactorily, noting that the partnership has reached its highpoint.

The governor said that the Academy will help the state harness the opportunities  inherent in football as it will empower the upcoming  generation.

He said: “This is the concluding part of the process of establishing  a Real Madrid Academy in Rivers State.  It is our dream to empower our youths through football.

“Today, you know that football is  big business and one of the ways to improve the economy.

“This meeting is the height of our deliberation to get the Academy Started. We are happy that this has gone on satisfactorily.  Rivers youths will reap the benefits of the Academy “.

Highpoint of the meeting was the presentation of a Special Real Madrid Jersey created “NEW” to the Rivers State Governor by the Managing Director of Real Madrid Foundation, Julio Gonzalez.

International Area Manager of Real Madrid Foundation , Rosa Roncal Gimenez lauded the governor for the initiative to set up a Real Madrid Academy in Rivers State.

Governor Wike will meet with the Real Madrid President later on Tuesday evening.

AARE ONA KAKANFO: TINUBU CONGRATULATES GANI ADAMS, ALAAFIN

All Progressives National Congress National Stalwart, Asiwaju Bola Ahmed Tinubu, has congratulated the Oodua Peoples Congress Leader, Otunba Gani Adams, over his appointment as the next Aare Ona Kakanfo of Yorubaland.

Asiwaju Tinubu also congratulated the Alaafin of Oyo, Oba Lamidi Adeyemi 111, for breaking the 19 years hiatus in picking another nominee for the prestigious title.

Maintaining that Gani Adams richly deserves the appointment, he said the OPC leader had never left anyone in doubt over his resolve to fight for the interest of Yoruba race.

In a letter to Otunba Adams dated October 17, 2017, the former Lagos governor commended him for having a steely heart.

PRESIDENT BUHARI PLEDGES SUPPORT FOR DEVELOPMENT OF NIGER DELTA; SIGNS UNIVERSITY OF PETROLEUM RESOURCES BILL

President Muhammadu Buhari Tuesday in Abuja pledged continued support for the socio-economic development of the Niger Delta region.

Giving the assurance at a brief ceremony in the State House to sign the bill establishing the University of Petroleum Resources, Effurun, Delta State, into law, the President said “this administration is fully committed to supporting the Niger Delta in its endeavours to achieve socio-economic development.”

He appealed to all communities in the region to strive for peace through dialogue in resolving all conflicts not only among them, but also with business entities and the authorities.

With the signing of the bill into law, the path has been cleared for the establishment of the specialised university in the Niger Delta, charged with training and research in petroleum technologies.

PRESIDENT BUHARI TO ATTEND D-8 SUMMIT IN ISTANBUL, VISIT ANKARA

President Muhammadu Buhari will Wednesday depart for Istanbul, Turkey to participate in the ninth Summit of the Developing 8 (D-8) on Friday, October 20, 2017.

Prior to the D-8 Summit, President Buhari, at the invitation of President Recep Tayyip Erdogan of Turkey, will participate in an official working visit to Ankara, the capital city.

In Ankara, the President will have a tete-a-tete with his Turkish counterpart while delegations from both countries will hold discussions in various fields including defence cooperation, security, educational and migration issues.

The Nigerian leader will also visit the Grand National Assembly of the Republic of Turkey in Ankara where he will meet with the Speaker, Ismail Kahraman.

 While in Istanbul, the Turkish commercial centre, President Buhari will use the occasion of the D-8 Summit to bolster warm and growing ties across a broad range of areas of cooperation with leaders of the D8-member countries, namely Bangladesh, Egypt, Indonesia, Iran, Malaysia, Pakistan and Turkey.

The Summit with the theme, ‘‘Expanding Opportunities through Cooperation’’, will among other things, focus on cooperation in the areas of agriculture, trade, transport, energy and increased private sector participation among member-countries.

During the ninth Summit of the D-8, which will also mark the 20th anniversary of the organisation established to improve the developing countries’ positions in the world economy, the President will highlight the significant show of confidence in Nigeria’s business environment and economy.

He will also affirm Nigeria’s resolve to work with D-8 member-countries on many key areas, including peace and security, economy and trade.

At the end of the Summit, the Heads of State and Government will adopt a Communiqué, also known as the ‘Istanbul Declaration’.

The President will be accompanied on the trip by ministers, top government officials, including the Comptroller-General of the Nigerian Customs Service, Hameed Ali.
