‘How to implement Borno’s developent plan in 25 years’

Governor Babagana Zulum of Borno state; has said the 25-year
development plan; is being implemented with breakdown of segments and
detailed activities with budget frameworks.
Zulum spoke at the weekend, while launching ‘recovery and development
plan’ at Government House, Maiduguri.
“Immediately after the launch of this plan, the implementation teams
will breakdown the segments and detailed activities within 25-year
framework,” he said.
He said the implementation be driven by Ministry of Finance, Budget
and Economic Planning, which has already been working in last three
months.
According to him, the Ministry will be using the Strategic
Transformation Initiatives (STI) for the 10-year plan of action and
2021 expenditure framework.
He noted that while the state government will provided an enabling
environment for private sector investments.
“There will be robust monitoring and evaluation mechanism to track the
implementation of development plan,” he said.
On his part, Zulum said: “I’ll personally evaluate the performances of
the monitoring teams on a quarterly basis.
He said that all data on development and progress, will also be posted
with Borno state data bank of Ministry of Innovation, Science and
Technology.
While implementing the plan, he said that there is need for clerics
and traditional institutions to come on board and develop the state.
He noted that they have critical roles to play in transforming the society.
He said there is the need to collectively resolve our people,
particularly youths, whose energy could drive and sustain the
development processes.
“We must stop agonizing,” he declared.
Instead, he said: “We should start organizing the recovery and
development processes for economic growth and security of people’s
lives and property.”
He continued, “We must identify the competent and trust worthy persons
and bring them into government, while the unproductive ones are to be
fired.”
He said other critical partners in the plan, are development partners
to overcome challenges of economic growth and development.
“All great nations have to pass through the difficult paths of
building their countries,” he noted, adding that the state government
needs the support of development partners with technical experts to
work with civil servants,
He said the support comprises knowledge transfer, capacity building
and investments that align with people’s aspirations.
The support, according to him, will provide an enabling environment to
‘attract and create’ investments and jobs for the teeming youths.
On import of ICT, he said: “We need innovation hubs and modern
factories to attract more people in diaspora to invest in the state,
“he said.
He therefore called on people, humanitarian and development partners,
business community and federal government to support the plan,
irrespective of political affiliations.
He said the 25-year development plan, is not politics, but
socioeconomic development of the people.
