Governor Babagana Zulum of Borno state; has launched 25-year recovery
and development plan with the implementation of nine strategic
pillars.
According to him; “The State Government, is to incorporate a decade
long strategic transformation plan with monitoring mechanism.
While launching plan at the weekend in Maiduguri, the state capital,
he disclosed that it aims at restoring age-old honour, dignity and
socio-economic development of Borno.
“This plan articulates key priorities and action plans for short,
medium and long term
development targets in various sectors of the economy,” he said.
He also declared that all citizens and future generations should have
access to basic needs at every stage of their lives.
He said that the object of recovery and development plan, was to
achieve 70 per cent productive population of state in the next decade.
“This is a testament of State Government’s unrelenting commitments to
drive stabilization, recovery and development in various sectors,”
noting that; this was despite the devastating impacts of over a decade
long insurgency.
On implementation of plan, he said: “The implementation of nine-point
strategic pillars, will develop human and capital resources to
prioritize education, social reorientation and skills acquisition
among youths.”
He added that other sectors to be accorded top most priority, include
agriculture with focus of value addition and health.
He said sustainable environment with the establishment of regional
trade hub, is a strategic pillar that could drive development and
development.
On recovery targets, he said: “Other core areas targeted in the plan,
include reconstruction, rehabilitation & resettlement (RRR),
infrastructural facilities, accountability peace and security.
“They comprise all the transformation initiatives of the 25-year
recovery development plan of Borno,” he said.
He noted that an inclusive and participatory approach was adopted to
develop the strategy and development plan.
According to him, the plan include a ‘joint needs analysis and a
consultative workshop’ to define the objectives and priorities.
Dr. Mairo Mandara also gave an overview of plan tagged: “Our Borno,
our Success”, a document preceded by thorough planning and analysis.
She said the vision was to ensure that by 2030, the state would be
transformed from ravaged Borno society to a peaceful, stable and
productive one.
“By 2045, the State hopes to deliver a prosperous society that is a
leading regional agri-business & commercial hub that connects &
supplies the markets of Central Africa and Northern Africa,” she said,
noting that the old Borno Empire will reclaim its lost glory with a
stabilizing power in tropical.
She said the plan is based on five pillars of human and capital
development, leadership in agriculture, healthy citizenry, sustainable
environment, and regional trade and commerce.
She said that the implementation of pillars will provide jobs and
prosperity for the people.
