Zulum Inaugurates Four Boards For Security, Health, Education Trust Funds

Governor Babagana Zulum of Borno state; has inaugurated four boards for the state’s security, and education trust funds. The other two boards; are Borno State Contributory Health Management Agency (BCHMA) and Bureau for Public Procurement (BPP). Inaugurating members of boards on Friday in Maiduguri, he said that the establishment of these institutions was to ensure sustainability and efficient funding mechanisms for government projects and programmes. “These are efforts of Government in its development objectives on security, education, health and compliance; with due processes in governance,” he said, saying that transparency and accountability to the people could be achieved. While reiterating security, as top most priority of his administration, he said government will continue emphasize on institutional and human capacity building. According to him, the capacity buildings are for security operatives, deployment of modern technology in the fight against Boko Haram. He said the security trust fund, will also enhancement real time information sharing mechanism and exploring non-kinetic strategy to restore peace in Borno. His words: “Security will be paramount and that we will be relentless in ensuring sustainable peace and tranquility in the state. “Emplacing sustainable security architecture requires huge expenditure on sustainable basis. “Moreover, sourcing funds must be realistic and sustainable. This informed my decision to create Borno State Security Trust Fund.” On education, Zulum said; “As we’re now moving to a post-insurgency development and economic recovery, Government will ensure quality and functional education to children. “They will become a better a foundation for the post-insurgency development and guarantee better future for the state.” He said education is given a prime position in the scheme of governance with quality and functional education. According to him, education leads to more income, greater productivity, higher life expectancy and ultimately a better standard of living for people. He noted that provision of education requires huge investment but government will not abdicate from responsibility. Zulum said the health management agency; will provide comprehensive and decentralized health care delivery system to people living in rural and urban centres. “Our focus is the rehabilitation and expansion of health facilities, capacity building for medical and health workers; as well as provision of free maternal and healthcare services,” he said. “By signing into law the Borno State Contributory Healthcare Management Agency we are strengthening the institutional mechanism and ensuring wider health coverage,” Zulum, added. He added that the public procurement bureau; is a legal and policy frameworks to improve on work process and system to ensure inclusiveness, transparency and accountability.
