INEC Chairman has formally opened the National Collation Centre and sets ground rules.
One of the rules is that all party agents , media, security, diplomatic corps should adhere to their sitting.
Two agents per party are allowed in. They are advised to conduct themselves in a manner that will not cause hostility.
